Co-designing a customer-focused proposal

To develop a new Regualtory Proposal, we have established a Regulatory Reference Group (RRG) of key stakeholders to co-design our engagement program and to co-design our Proposal, challenging us to acheive a customer-focused outcome.

Endeavour Energy welcomes participation from the broadest possible spectrum of customers and interested stakeholders as we work towards the submission of a customer-focused Proposal to the AER in January 2023.

There are many opportunities to participate, engage and provide your insights, including deliberative forums, stakeholder deep dives, customer surveys and online engagement on this website. The Regulatory Reset

Every five years, electricity distribution networks like Endeavour Energy are required to submit a Regulatory Proposal to the Australian Energy Regulator(External link) (AER) that details our plans to deliver your power supply, including investments in building and maintaining the network, customer service and proposed tariffs. The AER considers that Proposal and makes a determination on the revenue we can recover to fund our network plans.

Our current regulatory period ends on 30 June 2024, and we have started planning for the upcoming five-year period starting 1 July 2024 and running until to 30 June 2029.






  • Endeavour Energy Tariff Structure Explanatory Statement (TSES)

    The Australian Energy Regulator (AER) requires Endeavour Energy to provide a Tariff Structure Explanatory Statement (TSES) as an attachment to its Regulatory Proposal. We have submitted our 2024 - 2029 TSES to the AER today in keeping with our obligations and we are pleased to share it with customers and stakeholders here.

  • Sense check survey - welcoming comment on our Draft Proposal

    Our Draft Proposal and Engagement Summary Report are out and we welcome your feedback as we refine our plans for affordable, resilient, reliable and sustainable future energy services, before submitting our Regulatory Proposal in January. To make it easier for customers and stakeholders to respond to our draft plans, we have created a 'sense check' survey. We will accept all responses to the survey as a formal submission on our Draft Proposal.

    The survey is structured to enable you to respond either briefly or at length on any or all of the key themes of our engagement about our future energy services, which include affordability, reliability, resilience, innovation, tariffs and keeping customers informed.

    The survey takes between 10-30 minutes to complete, depending on how much feedback you want to share with us, and we encourage you to spend some time looking through the Draft Report and / or Engagement Summary Report before participating in the survey. The survey will remain open until 30 November 2022.

  • RRG Independent Members Panel report on the Draft Proposal

    We are pleased to publish the second report from the Regulatory Reference Group's (RRG) Independent Members Panel regarding Endeavour Energy's Draft Proposal for future services in the 2024 - 2029 regulatory period, and the engagement program that Endeavour Energy has undertaken to develop our plans. The Independent Members Panel states in its latest report:

    "Overall, the Independent Member Panel considers that Endeavour Energy’s Draft Proposal is on the right track. We believe Endeavour Energy has approached its engagement in an honest and open way, and that this has positively influenced the Draft Proposal. We look forward to seeing how Endeavour Energy reflects any further feedback in the proposal that it submits to the AER. Based on our engagement with Endeavour Energy to date, we are confident we will be able to support the final proposal."

  • Regulatory engagement by the numbers

    Endeavour Energy continues to engage with the Independent Members Panel of the Regulatory Reference Group (RRG), and interested stakeholders and customers regarding the Draft Proposal for future services, which we released last month. This continued engagement forms part of the longest and most comprehensive regulatory engagement program Endeavour Energy has undertaken.   • Our Draft Regulatory Proposal

    Following 18 months of rigorous engagement, we are pleased to release our Draft Regulatory Proposal for 2024-2029. We have listened to our customers and are mindful of the prevailing adverse economic conditions they are facing. We have worked hard to keep our portion of electricity bills stable, consistent and affordable, and are proposing modest and targeted investments that deliver the service outcomes our customers most value, such as a resilient energy supply and new technology that will enable our customers to participate in the energy transition.

    We welcome feedback on its the Draft Proposal which details how customers and stakeholders have driven these outcomes. We want to know whether we’ve struck the balance right between our customers’ future priorities with a focus on affordability for everyone.

  • Where did our Customer Panel land on the key issues? Find out...

    We are pleased to share the final report detailing our outcomes of our Customer Panel deliberative forums, which took place over May, June and September this year.

    Our detailed report shows the journey our Customer Panel took through four different votes on the key isuses that they could most influence, and reveals how customers considered their preferences all together to bear out their ultimate priorities.

    At the end of the Customer Panel process, 90% of the 89 participants felt that Endeavour Energy’s Draft Proposal reflected their priorities.

    Customer Panel preferences show that the majority of customers preferred service outcomes that also result in a small price increase. Their preferences were clearly influenced by external factors, particularly increased cost-of-living pressures between June and September 2022, however these factors did not cause a change of heart or change of direction in their preferences.

    Throughout May to September, customers consistently prioritised investments in reliability, resilience and modernising the network to provide for their future energy choices. When finalising preferences with indicative costs included in September, customers were more likely to prefer investment in resilience and future energy choices.

    Endeavour Energy has reflected on the outcomes of the Customer Panel and looks forward to releasing our Draft Proposal on 31 October 2022.



  • Customer Panel convenes in September to test Draft Proposal

    In September all 89 members of our Customer Panel returned for a third wave deliberative forum, following earlier forums in May and June. We are proud to have maintained the full Customer Panel, without any atttrition, for the 5-month duration of this engagement. And we have been grateful for their incredible commitment to the task of shaping our Draft Proposal.

    In September the Customer Panel was asked to consider whether our Draft Proposal was shaping up as they hoped and expected. We asked whether our draft plans reflected the preferences and priorities that they had shared earlier in the year. And because so much had changed in the economy since we last convened in June (including consecutive rate rises and cost of living pressures), we also asked the Customer Panel to vote again, for a fourth time, on their preferences for their future service - to be sure we could consider any shifts in preferences.
